CDA-COMMS BEYOND NETWORK COMMUNICATION REPORT FOR SAOK WATERFALL SIMULATION

Exercise Date : 11 September – 14 September 2023 Location: Saok Waterfall, Kenyir, Terengganu, Malaysia

This report is presented to explain (Civil Defense Authority) CDA-COM's involvement in Exercise EX-SAOK in providing communication assistance support.

In this training CDA-COM members participated in the training held by the Disaster Management and Operations Division (BPBO) on September 11 until September 14, 2023.

The main purpose of CDA-COM's involvement is to show readiness in assisting the APM team in field communication.

At the same time held a demonstration of the use of Rapid Deployment IP Mesh Network.

In addition to the usual communication equipment, the communication equipment for MESH Radio Network is also used during this exercise:

  • Hypha CAP (Bodyworn IP Mesh radio) 500mW RF power, using "C" Band, 4.8-5GHz, with 5MHz occupied bandwidth
  • REXKit (Range extension kit Hypha MAP, using same RF configuration as CAP)
  • Starlink Mobility (MESH Broadband Satellite)

FIRST DAY ~ 12 SEPTEMBER 2023

On the first day, the PASPA and CDA-COM team organized and prepared the communication concept that will be used throughout the training. As shown in the diagram above:

  • 0800H – APM and CDA-COM team movement briefing
  • 1300H -Visit to the training area at SAOK Falls and make the Hypha Mesh radio test

Communications Concept:

  • PKTK will be made at Pondok
  • In this mobile command post, will place a Hypha Mesh REX kit along with Starlink Mobility
  • Electrical supply using a generator

SECOND DAY ~ 13 SEPTEMBER 2023

On the second day, an exercise was carried out and a CDA-COM member was involved in this exercise. These exercises are:

High Steep Rescue

    IP Mesh equipment used
  • 2 unit HyphaCAP with 1 unit bodycam
  • 1 One unit Hypha CAP (CAP 1) on the waist of PASPA members with 1 bodycam unit, connected via Wi Fi to CAP 1
  • 1 HyphaCAP unit (CAP 2) is used for the link between Capl and REXkit in PKTK for direct video & data transmission
  • CAP 2 is used for the network due to the hilly terrain, which was preventing data transmission via Line of Sight (LOS)

Distance between each Mesh radio

  • The distance between CAP 1 to PKTK is within 350m meters.
  • Cap 1 is under the hilly area and CAP 2 is placed in the high area. The distance between these is 100 meters.
  • The distance from CAP 2 to PKTK is within 250 meters.

Exercise results

    By using MESH equipment Hypha MeshRadio Network and STARLINK Video can be streamed live to PKTK and can also be viewed at PKOB APM HQ in Sg Merab.

THIRD DAY ~ 14 SEPTEMBER 2023

On the third day, two exercises were carried out and CDA-COM members were involved together in these exercises. These exercises are:

  • 1. High Angle Water Rescue (morning exercise)
  • 2. Water Search and Rescue (Scuba) (afternoon exercise)

    High Angle Water Rescue Exercise

    • Time : 0700H to 1200
    • Training Location: In the high area of Saok waterfall

Mesh Equipment used:

  • 2 unit Hypha CAP with 1 unit bodycam
  • 1 Hypha CAP unit (CAP 3) clipped on the waist of PASPA members with 1 bodycam unit, connected via Wi Fi to CAP 3
  • 1 Hypha CAP unit (CAP 2) is used as standby for the link between CAP 3 and PKTK
  • 1 Hypha CAP unit (CAP 2) is used for the link between Cap 1 and REX kit at PKTK for direct video & data transmission

    Distance between each Mesh radio

    • The distance of CAP 2 worn on PASPA members to PKTK is more than 450m where CAP 2 is also used as a link for CAP 3 to REX kit in PKTK
    • Throughout this exercise, live video & data can be sent to PKTK and then to Sg Merab HQ via Starlink

Water Search and Rescue (Scuba) Exercise
Time : 0700H to 1200H

Mesh equipment used and Distance between each Mesh radio:
Because the distance is within 200m with a good LOS, from PKTK in high location while boat for scuba is in low water areas, then only 1 unit of Hypha CAP (CAP 1) is needed together with 1 Unit of body cam, connected to Hypha CAP via WiFi.

EXERCISE SUMMARY

  • Overall, CDA-COM's involvement in delivering communications during the Training was very effective and achieved great success.
  • The use of MESH Radio and STARLINK is so effective that not only can live video coverage be integrated with GIRN, VHF and PoC network communication radios, to help connect different networks, but also proves the concept of "bring your own network" in cellular denied environments.
  • MESH Radio coverage can also be expanded with the use of drones that can be used as one of the MESH repeaters and also make live video from the air.
  • It is recommended that the bodycam be replaced with a helmet mounted camera to make it easier for users to use it.

  • "This was a very challenging exercise, performed in difficult and hazardous terrain, and extremely challenging RF conditions. Operating a remote IP Mesh network under a dense wet canopy, in tropical jungle environment, operating over water, will severely test any radio communications system. Also, placement of the Mesh radios on the hips of the users, meaning the radios are very close to the ground, especially when the officer is kneeling or crawling, makes for the most difficult RF transmission conditions. The results speak to the excellent NLOS performance with COFDM modulation and token passing network algorithms, especially operating in a high RF spectrum such as 4.9GHz.
